Case Study - M4/M5 Intersection

As part of the Highways Agency’s £88 million M4M5 Managed Motorway scheme near Bristol, being constructed by Balfour Beatty, Barrier Services were awarded the contract to install 15.0km of safety fences and a section of environmental barrier. When complete the scheme will enable the use of the hard shoulder to provide additional capacity during peak periods. This is one of a number of similar schemes nationally to reduce congestion and make better use of the existing road network.


Due to the proximity of existing housing adjacent to the M5 near Junction 17 there was a proposal to install a temporary fence to mitigate against construction noise. Following discussions with the Highways Agency and the local Councils it was agreed that a 2.8m high environmental barrier would be erected, over a length of approximately 200m, and this would be allowed to remain on completion of the works.


The environmental barrier location also had to be designed to consider the presence of Great Crested Newts, whose movements on the verge could not be prevented These newts are a European protected species and are fully protected under the Habitats Regulations 2010 and section 9(4) (b), (c) and (5) of the Wildlife and Countryside Act 1981. The designed solution allowed a 100mm gap at the base of the fence in order that no infringement to the habitat occurred.


The working area was also very limited as the barrier was to be installed at the top of an existing embankment, between 4.0m and 7.0m from the edge of the carriageway and behind existing lighting columns and traffic signs.  


Martin Lear, Director of Barrier Services Limited said, “Originally the scheme was proposed to be installed using a traditional timber fence. Due to the on site constraints we investigated the available alternatives for the client.


“The chosen system was the Tilon TENBAR reflective system which had been successfully tested to meet the requirements of BSEN1793 and BSEN1794. The system is manufactured from recycled materials and can be manufactured in a variety of colours to match specific contract requirements.


“We were particularly happy to promote the use of this product as the reduced component weight resulted in less labour and plant interface when lifting into position. This enabled the construction to be completed during daytime working where traditional timber prefabricated panels would have required night working due to the constrained availability of the works area.


“We have since used this system on another infrastructure contract in South Wales and have received positive feedback from our clients.”
